Я решил эту проблему, указав относительную позицию msrp . Но мне интересно, почему он работает в php5 и не работает в php7. Это особенности новой версии php или ошибки?

Проблема не только в том, что PHP7 не знает, как сортировать равные элементы, например grand_total и grand_total . Если вы посмотрите на shipping товаров и freeshipping , то они четко определены, кто должен быть раньше. PHP5 решает эту проблему, а PHP7 – нет.
Из документации usort() :
Примечание. Если два члена сравниваются как равные, их относительный порядок в отсортированном массиве не определен.
Это то, что вы видите здесь. PHP 7 использует другой, частично стабильный алгоритм сортировки, поэтому элементы, сравнивающие равные по вашей функции сортировки, теперь могут иметь другой порядок.
Если вы заботитесь о порядке сортировки равных элементов (и это не просто проблема тестирования), вы должны сделать это явным в своей функции сравнения.
